Spindale, N.C. – Rutherford County Department of Social Services is accepting applications for the Crisis Intervention Program (CIP). This federally funded program assists eligible households that are in an immediate and life threatening heating or cooling related crisis. Heating assistance includes electricity, wood, coal, fuel oil, kerosene, or gas.
Applicants should have a disconnect notice from the vendor of their heating source or have 10% or less gas in their tank, or 15 inches or less of fuel oil or kerosene, or have a limited supply of wood or kerosene for portable heaters. Benefits may vary based upon the amount needed to alleviate the crisis. An eligible household may receive assistance more than one time during the State Fiscal Year (July through June); however, the maximum benefit cannot exceed $600 per fiscal year. To qualify households must have income equal to or less than 150% of the federal poverty level, contain a US Citizen or eligible alien, and must be in a heating or cooling related crisis.
Applications can be made at the Department of Social Services, 389 Fairground Road, Spindale- Building C, and will continue to be accepted until all funds are depleted.

The Low Income Energy Assistance Program (LIEAP) is a separate federally funded program that provides for a one-time, non-crisis, vendor payment to help eligible households pay their heating bills. While households may be eligible for both programs, LIEAP does not begin until December 1 and applications and inquiries regarding this program cannot be made until that time. From December 1 – December 31 funds are available for adults aged 60 and older and/or adults receiving services administered by the State Division of Aging and Adult Services.
Beginning January 2, 2018 through March 31, 2018, limited LIEAP funds are available for all other persons who meet income guidelines. All benefits are paid directly to the applicant’s heating vendor.
